New chat accounts on hold

We've discovered a problem with the R3 chat system (code named RebDev).

Although the chat client is written in R3, the chat server is in R2. It was not thought that this would be a problem, but we hit a snag when a Unicode user account was created. R3 allows unicode, but not R2.

We should be able to make a few small changes to fix this problem, but until we get it done, we're going to hold off on new accounts.
